When I worked at Medium Blue, we were asked to create a mobile version of Kore's site, which is HUGE! We did a study to find out the most visited pages and decided to just focus on those. Once we narrowed the list of 200+ pages down to around 30-40 pages, I was responsible of designing and developing each one of the mobile pages to emphasize the primary points-of-action.
